Personalized Mail: Redirection, Returns and Address Correction

When a Personalized Mail (formerly Addressed Admail) piece cannot reach the addressee, Canada Post applies specific rules for redirection, returns and address correction, and each option carries its own conditions. Knowing which service to select, and what disqualifies a mail item from that service, keeps your campaign data clean and stops you from paying to have mail returned that you could have corrected instead.

How Redirection Works

Redirection lets you request that undeliverable mail come back to you through the Return to Sender or Address Correction service options. If either option is requested and used, you are charged the applicable service price for each mail item that is returned, so the choice is worth making deliberately rather than by default on every campaign. Because Return to Sender and Address Correction use different postal indicia, you are effectively choosing one outcome per mailing rather than both. If a corrected address matters more to your program than proof of non-delivery, print the Address Correction indicia; if you need the physical piece back for review or reconciliation, print the Return to Sender indicia instead. For recurring programs, such as monthly statements or renewal notices sent to the same list, a corrected address on file carries forward into every future send until that person moves again, which compounds in value over time.

Redirection is not available on every format. It does not apply to Dimensional Personalized Mail (formerly Dimensional Admail) or to metered items, so if your campaign mails product samples or uses a postage meter, plan your list hygiene and formatting around the fact that undeliverable pieces in those streams will not come back to you or reveal a new address.

Why a Personalized Mail Item Becomes Undeliverable

Canada Post treats a Personalized Mail item as undeliverable for a defined set of reasons: the address is incomplete or invalid, the address does not exist, the addressee has moved without leaving a forwarding address, the NCOA has expired, the item is refused by the sender or addressee, postage due is not paid by the addressee on demand, delivery is prohibited by law, or the item cannot otherwise be reasonably delivered. If neither Return to Sender nor Address Correction was requested, an undeliverable item is simply disposed of or recycled locally.

These reasons fall into two rough camps worth telling apart. A stale or incomplete address, an expired NCOA, or a non-existent address is a list problem you can fix before the next drop. A refusal by the recipient, an unpaid postage-due amount, or delivery prohibited by law is a per-item outcome no list cleanup will prevent, and no redirection option changes that outcome either.

Most of these outcomes trace back to list quality rather than Canada Post handling. Working from a recent list, verifying formatting against the content and addressing rules for the service, and using address and label preparation that matches Canada Post's requirements all reduce addressing mistakes before a single piece enters the mail stream, which is cheaper than paying for redirection after the fact. Running the file through NCOA processing shortly before each drop, rather than relying on a list from a previous quarter, catches a meaningful share of these reasons before printing even starts.

Return to Sender

Choose this when you want the physical mail item back and there is no National Change of Address on file for the addressee, provided the item carries the correct RETURN POSTAGE GUARANTEED indicia.

Address Correction

Choose this when an NCOA is on file and the addressee has consented to share it, so you receive an updated address instead of the piece itself.

No Redirection Selected

If neither option is requested, an undeliverable piece is disposed of or recycled locally, and you recover neither the item nor a corrected address.

Return to Sender: Getting the Physical Item Back

Return to Sender is the option to choose when you want the mail item itself back, not an updated address. It applies when the item carries the correct RETURN POSTAGE GUARANTEED postal indicia, the address does not have an NCOA in effect for the addressee, and only one Canadian return address appears on the outside of the mail item. Multiple return addresses, or a missing indicia, take the item out of eligibility for this handling.

This is the right choice for lists you suspect are simply out of date rather than lists full of movers, since there is no forwarding data to capture. It also matters for compliance and inventory purposes when you need physical proof that a specific piece did not reach its destination, which can inform how you refine future data merges for the same audience. Reviewing the returned pieces before your next drop also tells you whether the problem is isolated addresses or a pattern worth investigating in the source file.

Address Correction: Capturing the Addressee's New Address

Address Correction is the option that returns an updated address rather than the mail piece. It applies when the item carries the correct ADDRESS CORRECTION REQUESTED - RETURN POSTAGE GUARANTEED postal indicia, an NCOA is in effect for the addressee, the addressee has consented to Canada Post releasing their new address, and only one Canadian return address appears on the item.

If an NCOA is in effect but the addressee has not consented to share it, Canada Post still forwards the item to the new address, and the sender is not charged for that forwarding. If the mail item lacks the correct indicia altogether, it is treated as undeliverable and disposed of or recycled locally rather than corrected or forwarded.

Address Correction also does not apply to mail addressed generically, for example to the addressee name followed by Occupant, or to any non-personalized descriptor. Those items are delivered to the original destination address instead, which is one more reason accurate, individually addressed records matter more for this service than for a simple Neighbourhood Mail drop. For personalized, individually addressed pieces where the content and offer are built around a specific recipient, capturing the new address rather than losing the piece outright preserves the intent of the campaign.

Frequently asked questions

What happens to Personalized Mail that can't be delivered?

It is returned or corrected only if you requested Return to Sender or Address Correction. Without one of those options selected, Canada Post treats the item as undeliverable and disposes of or recycles it locally, so a bad address on a piece with no redirection option is simply lost, with no data collected.

What's the difference between Return to Sender and Address Correction?

Return to Sender brings the physical mail item back to you and applies when there is no National Change of Address in effect for the addressee. Address Correction instead returns an updated address, and applies when an NCOA is in effect and the addressee has consented to Canada Post sharing it. Each uses its own postal indicia, so you choose one outcome per piece, not both.

Is Redirection available for Dimensional Personalized Mail?

No. Redirection, whether through Return to Sender or Address Correction, does not apply to Dimensional Personalized Mail or to metered items. If your campaign mails product samples in a dimensional format, or runs through a postage meter, build your list hygiene in ahead of the drop, since an undeliverable piece in these formats will not come back or reveal a new address afterward.

Am I charged when a Personalized Mail item is returned?

Yes. If you selected Return to Sender or Address Correction, you are charged the applicable service price for each mail item that comes back to you. If neither option was selected, there is no charge, but you also do not recover the piece or learn a corrected address. What if the addressee moved but hasn't consented to share their new address?

If an NCOA is in effect but the addressee has not consented to Canada Post releasing it to you, the mail item is still forwarded to their new address, and you are not charged for that forwarding. You simply do not receive the updated address on your own file, so your list will not reflect the move for future mailings.

Can I still get Address Correction if I mail to 'Current Occupant'?

No. Mail addressed to the recipient's name followed by Occupant, or carrying any other non-personalized descriptor, does not qualify for Address Correction. Canada Post delivers it to the original destination address instead, regardless of whether the person named has moved, which is one more reason to keep records individually addressed rather than generic.

What postal indicia do I need to print for redirection to work?

For Return to Sender, the item needs the RETURN POSTAGE GUARANTEED indicia. For Address Correction, it needs the ADDRESS CORRECTION REQUESTED - RETURN POSTAGE GUARANTEED indicia, plus an addressee who has consented to share their new address.
